I was looking over the Civ3 readme. If it can't set the frequency, it will default to what Windows believes it should be. If you are not having monitor or frequency problems, do not use this ini setting.
There's a problem with WinXP if you install the 1. Sometimes you need to play a game ASAP! I wish this worked with the original Civ3 though. The option is NoAIPatrol and if set to 1, the AI will no longer use its units to randomly patrol if they have nothing else to do. The default is 0 meaning the AI will patrol.
